MORENA’s Fiscal Package and Vehicle Re-Licensing Update

The State government's fiscal package for 2025 was approved by majority vote in Congress, with opposition deputies voting against. The projected revenue is 62,783 million pesos, which includes an expected 689 million from vehicle re-licensing. Additionally, a debt of around 1,500 million pesos will be incurred for the expansion of the deep-sea port.

Limited credits will be allowed for municipalities, and there will be a reduction of more than 200 million to the state Judicial Power. Furthermore, there will be an increase in resources for international travel. The debates were often personal, with reminders and complaints about past administrations. The Morenistas staunchly defended the fiscal package.

In the voting process, five initiatives were approved, including the Revenue Law and General Treasury Law, with 19 votes in favor (17 from the Morenistas, one from PT and another from PVEM), against 15 from the opposition (12 from PAN, two from MC and one from PRI). Gaspar Quintal Parra, the coordinator of the PRI party, was absent due to travel in Spain.

The most debated initiatives were the General Treasury Law, the Revenue Law, and the Expenditure Budget, which included the budget of the State Judicial Power. The latter was approved with 20 votes in favor, with Rosana Couoh Chan from PRI joining the Morenistas.

The PRI party clarified that they only voted against the Revenue Law and the Treasury Law, as they oppose the re-licensing, which is reflected in these laws. Regarding the Budget, the modification to the Public Debt Law and the authorization of maximum amounts of debt to be contracted by municipalities were approved.

David Valdez Jiménez, a PAN deputy, stated that municipalities can access credits to carry out works and provide better services and public spaces, with strict care on the use of resources. This sentiment was echoed by Morenista Eric Quijano González.

At times, the debates became heated and personal. There were discussions mainly between Javier Osante Solís, of MC, and Morenista Alejandro Cuevas Mena, to the point of refusing to give the floor to the former and even turning off his microphone.

In defense of the fiscal package, deputy Germán Quintal Medina stated that it is "with republican austerity and focused on addressing the main needs for our state". He clarified that there will be no increases or new taxes in 2025. The widely debated re-licensing is not a revenue measure, but a legal mandate for updating the state vehicle registry, crucial for maintaining peace and security.
