In Quintana Roo, minors are now eligible to apply for driving permits through the Quintana Roo State Mobility Institute (Imoveqroo). The application process can be initiated by the minor's parents at any of the agency's locations throughout Quintana Roo.
The first step in the application process involves downloading the permit or license request form from the institute's website (qroo.gob.mx/imoveqroo). The form must be completed with the minor's information and signed by their mother, father, or legal guardian. It's important to note that the permit for minors is specifically for category A1, which is for car drivers and not for motorcycle drivers. The parent or guardian's signature is crucial as they will be held responsible for any administrative infractions or civil liability for damages caused by the permit holder.
To complete the application, several documents are required. These include the minor's birth certificate, a form of identification for the minor (such as a school ID with a photo), the minor's CURP, the INE of the parent or guardian, the minor's driving certificate, the minor's eye exam, proof of residence less than three months old, and the corresponding payment. Payments can be made with any card, either directly at the agency's locations or online via the institute's website. The cost varies by location, ranging from 326 pesos in Lázaro Cárdenas to 1,629 pesos in Isla Mujeres.
Imoveqroo has a responsibility to ensure that minors are responsible drivers, given their lack of experience. Despite efforts by the Traffic Department of Cozumel to encourage minors to obtain permits for driving motorcycles or vehicles, accident rates have unfortunately increased.
