Benito Juarez Mayor, Ana Paty Peralta de la Peña, has announced the commencement of preliminary supervision tours by the newly established Green Units. These units are currently identifying routes and points of interest, although the official launch of the new patrol program is yet to occur.
The mayor explained that the Green Units' primary objective, once operational, will not only be to penalize individuals who dispose of waste in unauthorized areas but also to identify the initial waste producers. These producers will be held accountable for their waste disposal, especially in significant cases.
She stated, "Penalties will apply not only to those who discard waste improperly but also to those who generate the waste. For instance, if someone hires a waste collection service, they need to ensure that their waste is being disposed of correctly. These services should take the waste directly to the landfill."
According to the approved modifications for this program's implementation, the Integral Solid Waste Solution (Siresol) will oversee the Green Units' surveillance tours. Siresol will track vehicles transporting solid waste to ensure they possess the necessary permits and dispose of the waste at authorized sites.
Siresol will also have the authority to identify improper practices from individuals and businesses who hire waste collection services without verifying their permits or ensuring their waste is disposed of at the landfill. This approach is based on the principle of shared responsibility.
Citizens found in violation of these regulations will be penalized according to Civic Justice Regulations. If necessary, they may be referred to the Center for Retention and Administrative Sanctions, with the support of the Secretary of Citizen Security and Traffic.
Meanwhile, those responsible for establishments, street vendors, or unoccupied lands will be reported to Public Services and Ecology for appropriate action and applicable sanctions. The penalties for these health offenses will range from a fine equivalent to 40 to 80 UMA (Unit of Measurement and Updating), 24 to 36 hours of arrest, or community service. These penalties can be initiated by a written report presented by the authority, accompanied by the circumstantial act.
