Mathieu Bélanger, a 39-year-old Canadian national alleged to be a key figure in a Quebec cocaine trafficking network linked to the Hells Angels, was fatally shot on Saturday in Playa del Carmen, Mexico. Bélanger was gunned down in the parking lot of Plaza Xaman-Ha, adjacent to the upscale Playacar complex, in what authorities believe was a targeted execution tied to his involvement in organized crime.
Witnesses reported that two assailants on motorcycles intercepted Bélanger as he sat in his SUV outside a popular gym in the plaza. The attackers fired multiple rounds, leaving the victim dead at the scene. Investigators later recovered at least 15 shell casings. Mexican authorities have launched an investigation into the murder, which adds to the growing list of high-profile killings linked to international drug trafficking networks in the Riviera Maya.

Criminal Background and Canadian Charges
Originally from Repentigny, Quebec, Bélanger was wanted by Canadian authorities since April 2022 for his alleged role in a large-scale cocaine trafficking operation. Court records reveal that he was part of a network supplying cocaine across Quebec, allegedly under the protection and direction of the Hells Angels.
In addition to drug trafficking charges, Bélanger faced charges for improper storage and unauthorized possession of firearms. He was also accused of breaching weapons prohibition orders. Authorities in Canada had issued a warrant for his arrest after he failed to appear in court, prompting suspicions that he had fled the country to avoid prosecution.
Bélanger, also known as “Barbu”, originally fled Canada for Oaxaca and arrived in Playa del Carmen in 2022. Here, he quickly took command of a powerful gang of Canadian drug traffickers residing in the area. Bélanger had reportedly formed alliances with the sons of notorious drug lord El Chapo Guzman, as well as corrupt members of the Mexican police. He also known to have partnered with the “Los Menores” gang to facilitate the transportation of cocaine and other drugs to the Quebec region in Canada.
In April 2024, Bélanger was arrested and detained when drugs and a weapon were found in his vehicle. He was subsequently released from police custody. His arrest and release were widely reported by international new outlets such as Bloomberg and ABC News. Bélanger’s murder in Playa del Carmen has been linked to a faction of the Sinaloa cartel, known as Los Chapitos, according to initial investigations by federal authorities.
His partner, Andrée-Ann Vignola “S”, age 33, is also reportedly wanted by Quebec police on firearm charges but remains at large in Playa del Carmen.

Violence in the Riviera Maya
Playa del Carmen, known for its luxury resorts and vibrant nightlife, has experienced an uptick in violence in recent years as organized crime groups expand their influence. High-profile murders such as Bélanger’s highlight the region’s vulnerability to the spillover effects of international drug trafficking and cartel rivalries.
While authorities emphasize that such violence rarely targets tourists, incidents like these risk tarnishing the region’s image as a safe and idyllic vacation destination. Local government and law enforcement faces increasing pressure to curb cartel activity and restore public confidence in safety measures.
The murder of Bélanger underscores the complex challenges faced by law enforcement agencies in combating transnational organized crime. His alleged ties to both Canadian and Mexican criminal enterprises reflect the deeply interconnected nature of modern drug trafficking networks.
Mexican authorities are coordinating with Canadian officials to investigate the circumstances of Bélanger’s murder. Meanwhile, local police have heightened security in tourist-heavy areas such as Playacar in an effort to reassure visitors and deter further violence.
Bélanger’s death has shed light on the internal conflicts and inherent violence within the drug trafficking world. It serves as a stark reminder that while the justice system may at times appear complicit, the criminal underworld is unforgiving.
