Under the leadership of Rafael del Pozo Dergal, the Secretariat of the Comptroller's Office allowed crimes committed by officials from Roberto Borge Angulo's administration to lapse. These officials had misappropriated over 7 billion pesos from the assets of the state of Quintana Roo. Consequently, the current state government, headed by Mara Lezama Espinosa, has lodged complaints against former officials of the Comptroller's Office with the Special Prosecutor's Office for Combating Corruption. These officials allowed administrative liabilities to lapse.
The goal is to determine the administrative responsibilities of those involved, in line with the General Law on Administrative Responsibilities.
Due to the lapse of the three-year period to investigate and sanction these issues, the misappropriated public and state resources can no longer be recovered. This is because the investigations were not pursued, and those who embezzled funds from various departments and bodies during that period went unpunished.
The current administration discovered many of these records, which were investigating resource diversions between 2011 and 2016, demonstrated a lack of ethics and negligence in their legal follow-up. The negligence of the Comptroller's Office officials during the previous administration resulted in a lost opportunity to investigate and sanction those who embezzled public funds. Now, it is impossible to recover the lost money, acknowledged auditor Reyna Arceo Rosado.
As a result, 47 former officials have been disqualified, with 41 cases already definitively resolved. Additionally, 65 sanctions were imposed between June 1, 2023, and June 30 of the same year.
The head of the Comptroller's office emphasized that these actions serve as a warning to those considering engaging in corrupt practices. The current government will not tolerate harm to the state's assets, and anyone attempting such actions will be pursued and penalized.
The complaints involve former second and first level officials, including the former head of the Comptroller's office, Rafael del Pozo Dergal. However, the former governor Carlos Joaquín González is not implicated, as clarified at a press conference.
