The recent kidnapping of Tamaulipas-born oil tycoon Luis Carlos Vizcarra Millán and a concurrent theft of 360 million pesos in Playa del Carmen have shed light on potential misconduct within the Quintana Roo Prosecutor's Office. Relatives of the victims have accused the office of hindering the investigation and shifting focus onto innocent parties.
A hand-written message on a cloth banner, known as a narcomanta, has implicated Quintana Roo's Prosecutor, Rockwell López Salazar, in protecting the Jalisco New Generation Cartel (CJNG) and Los Chapitos. According to the victims' families, the state prosecutor's office has actively obstructed investigations into the case.
Vizcarra Millán was kidnapped last November from the exclusive Allegranza residential area in Playa del Carmen, where he resided with his family. The case has been reported and is currently under investigation by the General Prosecutor's Office of the Republic (FGR).
The kidnapping and torture of Vizcarra Millán and his partner stand out due to the victims being held captive in their own home, suggesting a high-level conspiracy. Large bank transfers made during the kidnapping have further fuelled suspicions of insider involvement. As investigations continue, the quest for answers and justice for the victims remains paramount.
