Blanca Merari Tziu Muñoz, the Municipal President of Puerto Morelos, awarded over 13 million pesos to Mauricio Javier Luna Tommasi, a former racing driver and promoter. The funds were for a contract that Tommasi has yet to fulfill. The contract, MPM-SOSPM-DGOP-DSAM-001-2024, tasked Tommasi's company, CREACIONES XISO, with certain renovations over a 120-day period from August 4th to December 1st. However, four months after the contract's end, the renovations are still incomplete.
The Public Works department even set a new completion date in January, almost a month after the original deadline. Despite this, the work remains unfinished. The contract was awarded by Mayor Blanca Merari Tziu in 2024 to CREACIONES XISO, owned by the former Mexican racing driver. The contract, worth $13,646,448.63 pesos, was for the rehabilitation of beach access points in the old town.
The contract includes an annex describing the renovations to be carried out but does not detail the individual cost of each. This lack of clarity raises questions about the actual budget breakdown and makes it difficult to track public resource usage. Given the scale of the construction and the extent of the planned renovations, the original timeline was clearly inadequate.
This was confirmed by the Public Works Department, which, a month after the original completion date, announced that the construction would be completed by the end of January 2025. The contracted company, CREACIONES XISO, is registered in Siger, with the former racing driver and race promoter Mauricio Javier Luna Tommasi as its majority shareholder and representative.
The ongoing delay of about four months in the completion of the work underscores that public works projects intended to benefit the citizens of Puerto Morelos are not a priority for the current Mayor.
