“New Regulation Limits Mototaxis in IM, Cozumel & Holbox!”

Last year, Imoveqroo reported 6,500 mototaxis operating irregularly across the state. A new mobility regulation, effective as of this Thursday, grants the Institute of Mobility of the State of Quintana Roo (Imoveqroo) the authority to determine the number of motocars or mototaxis needed to provide service on the islands.

According to the Official State Newspaper, in article 87, clause "e", motocars or mototaxis are vehicles that can carry 1 to 3 passengers, including the driver. Their operation will be restricted to specific areas, districts, polygons, quadrants, and/or circuits determined by the Institute of Mobility. They will not be allowed to operate on primary avenues that are categorized as hotel or tourist avenues.

Permits will be granted exclusively to individuals, with each permit holder being limited to one vehicle. The document, published last Wednesday, states that for public service provision in Isla Mujeres, Cozumel, and Holbox, the Institute of Mobility "must propose to the competent municipal authority the number of vehicles with which the service will be provided".

The Institute will report the number of vehicles needed to provide the service in the respective municipality. As of last year, during the first phase of regulation, the Institute of Mobility had registered 6,500 mototaxis operating in different municipalities, with 80% of these concentrated in Cancun and Playa del Carmen.
