The Mexican federal government is considering a decree to assign all Non-Resident Right (DNR) resources to the Secretary of National Defense (Sedena). This move is intended to fund various projects. However, the hotel sector has expressed opposition to this proposal. They argue that existing tourist projects should generate revenue through tourism.

The proposal has sparked worry within Quintana Roo's tourism sector. They fear that this move could negatively impact the local economy and job market. Currently, tourism supports 95 percent of the region's population. As such, stakeholders are seeking a balance between funding for infrastructure projects and promoting tourism.

Tourists already contribute to the local economy through taxes, which the hotel sector argues should be sufficient for infrastructure development.
