Activists warn that the proposed Cabo Mantarraya project could limit public access to a local beach. Environmentalists from Cozumel are urging residents to participate in a public consultation, which will run from September 2 to 30. They hope that public opposition will prevent the project from going ahead, thus preserving beach access.
In December 2023, Total Gusto del Caribe S de RL de CV submitted an Environmental Impact Statement for the Cabo Mantarraya project. This proposed beach club would be situated on Rafael E. Melgar Avenue, at kilometer 2.9. The company currently manages and operates the Stingray Beach club, which offers interactive swimming with stingrays and sharks. The new club would span the entire length of Villablanca beach, adjacent to the Stingray.
Guadalupe Álvarez Chulim, president of the Cielo Mar y Tierra (Citymar) group, expressed concerns that the beach club, if approved, would restrict public access to the beach. This could also disrupt the community swimming school, where children and young people currently practice. The outcome of the public consultation, combined with an analysis of the Environmental Impact Statement, will determine whether the project is authorized.
PROJECT DETAILS
The beach club would be constructed in the marine zone on concrete and wooden piles. The main platform would house pools, shops, and services. Additional smaller structures would be connected by walkways, serving as sun decks and recreational areas with sea views.
With a new cruise pier approved by the federal government soon to be constructed, the beach club will be ideally located for cruise passengers. The developer states in the Environmental Impact Statement, "Attracting ship passengers to explore the location will not be a challenge since the new pier is just a few hundred meters south of the proposed cruise expansion area and within sight of visitors when they arrive at the dock."
