Quintana Roo, Mexico — The Tourist Mobility Pass for visitors renting cars is officially in effect across the state of Quintana Roo. The announcement was made following its approval by the Tourism Security Board Friday. The Tourist Mobility Pass 2025 is a new initiative designed to streamline transportation for international and domestic visitors who rent vehicles during their stay. The program aims to enhance the tourist experience by simplifying mobility while ensuring compliance with local regulations.
Key Features of the Tourist Mobility Pass
The digital pass helps tourists renting cars avoid fines for minor infractions such as expired license plates or missing vehicle registration documents. Instead of penalties, authorities will issue warnings, giving travelers time to rectify issues without financial repercussions.
The measure is part of a broader strategy to improve Quintana Roo’s appeal as a tourist destination, particularly in popular areas like Cancún, Playa del Carmen, and Tulum. State officials emphasize that the pass is not a free pass for serious violations, such as speeding or drunk driving, which will still incur legal consequences.
How the Program Works
Tourism Secretary Bernardo Cueto Riestra explained that this Tourist Mobility Pass is available on the Guest Assist platform and must be downloaded to a mobile device. The form is filled out with personal information, the rental company’s information, and the rental car, and is ready to be used if necessary.
The Undersecretary of the Secretary of Citizen Security, Antonio Zamora Cázares, added that these benefits do not apply for parking in handicapped zone, for driving while intoxicated or under the influence of psychotropic substances, narcotics or others, and in accidents with damage to third parties or their property.
He clarified the Tourist Mobility Pass provides two complimentary tickets for minor driving infractions and prevents the retention of a driver’s license or other documents.
Marisol Vanegas, Quintana Roo’s Secretary of Tourism, stated, “This initiative reflects our commitment to making travel more convenient while maintaining safety standards. We want visitors to focus on enjoying their vacation, not worrying about bureaucratic hurdles.”
Expected Benefits for Tourism Sector
Local rental car companies have welcomed the program, anticipating increased demand as travelers gain confidence in the simplified process. Carlos Martínez, president of the Quintana Roo Car Rental Association, noted, “This pass removes unnecessary stress for tourists and encourages longer stays, which benefits the entire economy.”
In Quintana Roo, there are 25,000 rental vehicles registered with the Quintana Roo Vehicle Rental Association (AC), 90 percent of which have already been rented for the Easter holidays.
The state government estimates that the program could boost tourism revenue by up to 15% in its first year, citing feedback from industry stakeholders who believe the measure will enhance Quintana Roo’s competitiveness against other global destinations.
Implementation and Future Expansion
Authorities plan to roll out the pass in phases, beginning with major tourist hubs before expanding statewide. Additional features, such as integration with ride-hailing apps and public transit discounts, are under consideration for future updates. For now, officials urge travelers to review the program’s guidelines before arrival to ensure a smooth experience.
