According to the Federal Law of Rights, Article 198 states that permanent residents within or near protected areas are granted unrestricted access. This means anyone who can officially prove their residence in Tulum has the right to access and use these areas. This is corroborated by the residents who freely move around at all hours and tourism service providers who work without any hindrance.
The law further specifies that those who provide services within the Protected Natural Area, including the crew of ships offering nautical and water-recreational services, can carry out their activities without any access restrictions.
The municipal government, in compliance with this law, supports the residents of Tulum. It has confirmed that it is not blocking access to the park. Instead, it is working in coordination with all business sectors and government levels to ensure their freedom of access.
Despite rumors on social media suggesting otherwise, residents of Tulum can verify that they can freely move around on foot or in vehicles by simply showing their identification at the park entrances.
