Yucatán’s 2025 Tax Plan: No New Taxes, Major Vehicle Re-Plating Coming

The Yucatán Government has proposed a tax plan for 2025, which totals 62,783 million pesos. The plan does not include any new taxes or increases to existing ones. It also proposes to use only half of the 3,063 million pesos previously approved for the Altura Port project.

The proposal was introduced last Friday for review and approval by the State Congress. The plan includes an estimated revenue of 659,902,998 pesos from vehicle plate changes, replacements, and withdrawals. It also anticipates 159,995,020 pesos from circulation cards. This suggests that a vehicle re-plating initiative will be implemented in 2025.

The tax plan was received by the State Congress during a plenary afternoon session and has been forwarded to the Budget, State, and Municipal Heritage Commission. The commission will distribute the plan among its deputies for further analysis, with the aim of approving it next week.

Roger Torres Peniche, a PAN deputy and member of the commission, noted that the plan forecasts a state growth of 2.1% for 2025. This is in line with national and international economic contexts. However, he warned that this could be risky given the national growth rate of just 0.85% this year, which could impact federal resource allocation.

The revenue law under the plan anticipates a total revenue of 62,783.3 million pesos. This represents a gross growth of 3.18%, despite an inflationary impact of 4.7% this year. This implies a deficit of 1.52, which equates to over 924 million less for Yucatán.
